Registration confirms that the individual has met the prescribed educational, experiential and competency requirements and is authorised to practise within the profession.

How Professional Registration Impacts the B-BBEE Construction Codes Scorecard

Improved Management Control Performance

The B-BBEE Construction Codes specifically recognise the representation of professionally registered black employees within construction organisations. For a BEP entity, more than 50% of ownership must be held by individuals who are both:

  • Professionally registered with a recognised statutory professional council in South Africa; and
  • Members of the entity’s Executive Management team.

Where this requirement is not met, only 50% of the black ownership held by owners who are not both professionally registered and members of Executive Management may be recognised when calculating the entity’s total black ownership score.

  • For EMEs, there is generally no scorecard measurement unless the entity elects to undergo a full verification. Ownership remains the primary determinant of recognition levels.
  • For QSEs and Generic entities, the impact of professional registration depends on whether the measured entity is classified as a BEP or Contractor.
